I believe Li Ka-Shing has funded disease research clinics on the Chinese mainland, from what I am reading lately. A number of articles state that he is a PLA operative and mention this Beijing directive. It's not too far a stretch to link these as military in actuality. I do know that Swine Flu first appeared in China with associated deaths for quite awhile before the truth got out from the tight controls of Xinhua. Not too long ago either. SARS, also thought to have been created in this way. Margaret Chan is a plant on the UN structure now.
